Duty Cycle w/ VC97 meter

Any reading on a multimeter with only one probe connected (the other
probe dangling) means exactly nothing.  In your case, *if* the second
DMM probe is connected to ground, and you are reading 100% duty cycle on
the ISV line, there is probably a short on your ISV line (unless you can
observe the correct functionality of the ISV, in which case the DMM
settings should be checked).

Can you explain more about the erroneous reading you are getting?  What
are you expecting, and what do you get?
