Yes, I have been perplexed as to what exactly is going on.

I installed a new thermostat - didn't help.  Running without one helped
a little.

I have not observed a restriction anywhere.

I will check the upper coolant neck for some kind of restriction, and
also the rear of the block where the heater returns. If they are good
then the only thing I can figure is there is some kind of blockage from
the head to the block - Perhaps an improper head gasket was installed.

Fan doesn't kick on because the bottom of the rad feels ice cold to the
touch even when the top of the radiator is too hot to handle.  I
installed a switch to force the fan on which let me run the car a
little longer when the weather was cool.

The car has pretty much been doing this since I got it.

There is 2 different temps of > thermoswitches > 102/95 and 93/85  you
can try the cooler one maybe.
