yes, it happens when revving the engine in neutral.

yes, that's a good point.  Since I don't see it in places like my
headlights which are switched separately with heavy gauge wire straight
to the battery it leads me to believe it is specific to one or a
handfull of circuits off of the fuse box.  EG the lights on my gauges,
the LCD screens, etc.


I'll report back (on a lot of things!).  Didn't get to it last weekend
but hopefully sometime after work this week.
