Boost controller options + solution to my low boost problem

As some of you may know from my previous ramblings I've been having a
problem where I could not seem to get over 8psi with a Charlie Smith
spring.
Just for kicks last night I tried plugging the wastegate signal line to
eliminate it as the problem area.
So out I go on a drive where I come to a stop and nail it at an
intersection.. figuring that if the car was going to overboost I'd see
it and back off. I matted the throttle and before I could even blink my
car was screaming at 25psi! Woah! So much for my thoughts on a leak or
an oversized turbo ;-)
In any event this made me realize that the only reason my 4ktq with the
old CIS setup hit 12 psi with this spring was because of the WGFV,
pressurizing the upper WG chamber (DUH!).
So now I'm in the market for some kind of external wastegate control and
I thought I'd get the lists opinion on the pros and cons of the various
setups out there: manual vs. electronic, bypass vs. upper chamber
pressurization (ala CIS WGFV), etc.
I'm leaning toward the el cheapo manual setup since I don't think I
really need anything more than a device to give me x psi over stock.
Thoughts?
