ignition wire and hydraulic oil questions

Hi, two questions:
1 Does anyone know what the silicon gel packets that came with my Autolite Spark Plug wires are for?  They have applicator tips, so they must be there for a reason.  I can only think that it is to create a better seal when attaching the plug boot onto the wire but I've never had to attach the boot to the wire before, so I just want to make certain.

2 Does anyone have any experience with the synthetic G00200 hydraulic oil that Blaufergnugen has?  Is it better, and would it require flushing the entire system to 'upgrade'?
