CIS to CIS-E conversion (turbo...)

Justin, that procedure is totally inapplicable to a turbo engine.

Although the 80-83 5kt used the same CIS system as my '82 coupe, it was
also only a 130 hp car, give or take a waste gate spring.

I'm not sure if there *is* an engine management system that will run
your turbo engine better than what came with it... *maybe* something
from a later turbo car with a similar compression engine, but I doubt
it. Of course, you could always rip out the entire CIS system and go to
an EFI set-up...

I'm posting this to the audifans list as well, in case someone has any
btdt words of wisdom for you.
