Could it be the O2 Sensor?

I think you should warmup the car and measure the output of the OXS 
while it is connected with a voltmeter.  If it is not oscillating 
between about 0.3 and 0.7 volts every few seconds, then you at least 
know the system is not working, and the problem might be the OXS itself.
