Yes, the cam pulley is twice the diameter of the crank pulley, the crank 
makes two complete rotations while the cam does one.

intake and compression is one crank cycle, 1/2 cam cycle
power and exhaust is one more crank cycle and the other 1/2 of the cam.

just remember it by this little poem I just wrote:

one rotation of the cam, plus two full turns from the crank,
is what makes a four cycle motor go bang bang, bang bang, bank.
