Does >any< air come out?  
If yes... from which vents?

Has the heater core been replaced?

Default mode when the climate control system is malfunctioning is to send
all air to the dash vents ... this would be due to a malfunction in the A/C
programmer located behind the glove compartment .  But this would not
affect temperature of air coming from the dash vents.  If the heater core
was replaced maybe something is wrong with the way the heater box was
reassembled (flaps broken or jammed) such that the air flow would be wrong.
