Just because your meter is measuring 12.4vdc doesn't mean it is a steady
DC voltage.   It could be pulsing and cutting out, just like your
engine.   What are you using to measure this voltage?
Why not replace the voltage regulator/brush assembly and at least fix
that problem first.   Perhaps your other ones will also go away.
