Sounds right.  the car is resting on the plate that sits atop the strut
proper.  The washer up 1/2" is to stop it all from falling out if you
get air, or raise the car.  Why not direct contact?  Because the struts
change angle relative to the car as you steer, etc., and need some play
to do that.
