It's not a dyno test really... at least not here in CT. They do put the cars on the rollers, but they don't measure HP, just emissions. And now they don't even do that over here anymore. They found people were bribing the workers to get the emission stickers, so the state shut all them down, for over a year now. I remember when they did the test they had a main section w/ several bays for regular cars and a smaller bay for 4WD's. There are plenty of 4WD trucks and SUV's that need the special rollers, so I'm sure there would be an exemption or 4WD rollers. I doubt they could outlaw a car just b/c they don't have the right equipment to test it...Just my opinion.

Why are they dyno testing? Are they going to start taxing the higher
performing machines with more taxes? And what would be so bad, people pay
alot to have these tests done. I'm lost on this one . . .
