Will Mandatory dyno testing kill quattro and 4wd?

But that wont change your emissions at all.
IF they left the car in gear, but with no throttle "idle" and
then ran the rollers that would be like coasting on the freeway,
And I spose could show them if the emissions system is working
properly at high speed idle. But in neutral makes no sense to
me either. The emissions wont change because the engine could
care less what the tires are doing if the car is in neutral.
Weird.
