California smog test dyno requirements

Hi All,

I got curious enough to see what the CA DMV published about dyno testing,
which is supposed to be mandatory right now.  Just above the reference I
copied into this post is a list of all vehicles that have AWD or 4WD
including the model numbers and VIN's.  I sense that the DMV is more worried
about a terrible accident arising from spinning up a vehicle than it is
about emission tests.  Here is the latest(that I found) ET-Blast on dyno
testing, dated unbelievably in 1999, over 4 years ago:

The technician is responsible to determine which vehicles are NOT
able to be tested on a dynamometer due to the vehicle manufacturer's design
(i.e. non-disengagable traction control).

Aftermarket Research Institute has a quick reference to identify
those vehicles with non-disengagable traction control, all wheel
drive, and full-time four wheel drive vehicles which cannot be
tested on a dynamometer.  The 1999 version of the quick reference
is now available.

The reference entitled, "ENHANCED EMISSIONS TESTING NOTES," is
available by contacting Aftermarket Research Institute by phone
and requesting an order form.  Aftermarket Research Institute"s

As you can see, the bulletin doesn't say that the A/4WD vehicles won't be
tested;  it's just telling the smog tech that she is responsible to identify
those vehicles.  Of course, the implication is that they won't be dyno'd,
imho.
