Well, although I suppose if you open those lines some fuel should flow,
that device does not operate on a fuel "flow" basis, but uses fuel as a
hydraulic fluid to adjust the pressure on the fuel dist.

Clean its little screens, though.

You have to lift the airplate as well.  Get fuel pump running by
jumpering the relay socket to be sure and lift the air plate, and do it
outside !! and be careful !!

If you have no spark, the fuel pump probably won't run, that's why you
should jumper it.

Have you tested for spark while crnaking?
