'96 cabrio MIL code P0122

I am working on a '96 cabrio 3.6ltr V6 with the mil
light on. the code is P0122. throttle/pedal position
sensor low input. I checked the connection, it was
fine. Did resistance tests. Pin 1 and 2 in spec. Pin 2
and 3 ~ .950k ohms at full close. Resistance goes up
smoothly to about 2.6k ohms at full throttle. Signal,
Power, and Ground are in spec.
My question is in aesis it says between pin 2 and 3
resistance should go up smoothly to a max of 3.5k at
full throttle. Normally I beleive a low input signal
is an open but I was wondering if not reaching closer
to the 3.5k max might also set the code. Have any of
you seen this before? I just really want to find the
actual problem since if the throttle position sensor
and the wiring are ok the next step is to replace the
ecm.
