Steve,
  Right you are.  I've has similar experience.  You can prime
over POR with any quality primer if done properly.  If you shoot
it while still un cured it works.  OR you have to break the
gloss and sand with a pretty heavy grip paper.  Like 150grit or
so.  Then you can prime over it.  Thanks for the warning though.
 The entire car is Primered now so the POR-15 spots have blended
in nicely.  Mainly only around the rear wheel wells and tail
light buckets have POR on them.  The rest is Epoxy Primer.
