Injectors

Got a few questions about CIS injectors (from a 1987 NF engine)

1. When doing the injector spray test, all 5 injectors seem to spray
pretty good, and pretty even... but they also spray when the airflow
plate is all the way closed.  I don't *think* they should do that,
but... am I right?
2. Car is '87 5ks (not t, not q) with 2.3l NF engine. I was expecting to
see the black plastic injector shrouds, but there was no evidence of
their existance.  Did this engine use the plastic shrouds? (I'll check
ETKA when I get to my other computer)
