Car Rental rip-off(NAC)

Lately the list has been slow, so here's some unpleasant, if not horror,
story.
Rented a car from Budget in July in Frankfurt.  Got a Nissan Primera
(junk) with a sloppy front end and minorly cracked windshield.  Three
days later I exchanged it in Dresden for a VW Golf TDI, 100 HP, nice
car, dropped it off on the 30th in Munich - all almost fine so far.  End
of August - got a letter from Budget saying they'll bill me on my credit
card 20 Euros to tell the the Bavarian cops who drove that car speeding
in a totally out-of-the-way village (litterally in some hills on a 3rd
rate road).  I thought I must have entered the village too quickly or
something.  Now, 2 months later, no letter from cops and credit card
statement comes with the 20 Euros.  I call MBNA Canada to say
"unauthorised payment" - they tell me to deal with Budget.  I'm sending
a letter to Budget asking for 120 Euros to pay for my gas and time to
exchange the car.
The Royal Bank agreed with the "unauthorised payment" on an earlier case
when another car rental (don't remember which) charged me additional
$100 to supposedly replace a wheel cover.
Anyone have any ideas or advice about this?
