That's normal for the coolant temp driven fan operation, it only works
with ignition on.
The cooling fan after-run system - if fitted - uses a separate thermo
switch mounted on a metal support plate near the back and on the right
side of the cylinder head. It has no contact to the coolant whatsoever,
the heat is conducted directly from the cylinder head and through the
plate. This circuit works only when ignition is switched off.
My car has an 85 C switch. It takes a bit of time for the heat to build
up and the fan to get switched on after the car is stopped. Also, the
aftermarket switch I replaced the original with (the connectors in the
original corroded off) reacts a bit slower, ie. it takes longer for the
fan to start irritating everyone in the neighborhood, and even longer
for it to stop.
