I would argue that, neglecting friction at the fastener, a crow's foot
that put the bolt center even 3 feet out from the torque wrench head
would not affect the indication of the torque wrench.  If the torque
indicated by the wrench (torque at the torque wrench head) were
different from the torque applied to the fastener, the system would not
be in static equilibrium and would be accelerating.  No?
