Depends on what you mean by NEEDS. With the thin stock wiring, all headlight, whether 9004, 9007 or H4 should be relayed. But, that said, if you convert your lights to 9007 from 9004 and stay with the stock wattage...it won't be any harder ont he wiring than the stock bulbs...
