Actually, doesn't it mean the PS pump is sucking air somewhere?  You may
need to reseal the pump, but it might also mean you have an incomplete seal
at the pump for the line from the reservoir.  Like they reused a crush
washer.  Most common for a nonleaking pump that's sucking air is it's
sucking past the seal around the pump axle.  If you spray a bit of
something like WD40 on the front of the pulley while the engine is idling
and the spray disappears, it's probably sucking there.
