NAC: Emissions control on Golf

A friend has a '97 Golf gas engine. It does not pass the emissions 
control test.

It has high NO levels.

2 questions: Does anyone know for sure if this vehicle has the OBD II 
compliant diagnostic interface? According to a book I have, all vehicles 
should be OBD II compliant from '97 on. Will this computer read out tell 
us what is going wrong to give the high emissions?

Without the code reader, what is the best guess as to the cause of the 
high NO?

All the normal tune up stuff has been done: plugs, distributor cap, 
rotor, spark plug wires, air filter, oil filter, oil change.

BTW my '87 Quattro with 320,000 KM passed with low readings all round. 
No special preparations except spark plug wires to cure rough running 
and low power a few months ago. :-)
