Emission on '97 Golf

Yes it is OBD-II compliant.  I have 2 98 Jetta TDIs. 
The socket on mine is to the right of the front
ashtray in the dash.  Take the ashtray out and slide
the little clip thing (with the engine logo on it) to
the left.  The socket should be there.

If the yellow light is lit on the dash, take the car
to Autozone and have them pull the codes for you.
