Power loss at 4000

I can not figure out why when my 1987 european Audi, 2.3 I5, NF KE-jettronic
III, 136HP, 75000miles, Looses all power at about 4000 rpm. I have canged
the fuel pump, fuel filter, air filter, cap and, roter. I run 0w40 synthetic
oil.
It has more problems when it gets warm. When you first start it, it has
great power all the way to about 4500 and dies at 5000, just will not
accelrate anymore, no matter what gear.
I noticed the problem about a month ago I couldnt get above 5500 rpm. But
now Im limited to 4000. That is why I have all the new parts. I thought
putting all that new stuff on would help, but the problem never changed.
When it gets warm you can not get it above 4100 and it has no power starting
at 3500. Its not unstable at its max rpm, you just keep your foot on the gas
it will just stay there, untill you go up a hill or something(no power cant
climb hill).
When you shift gears and drop the rpm's lower again it still stumbles a bit,
not misfireing, just like if you took your foot off the gas a bit. Then it
seems to regian itself and accelerates to 4000 and just sits there.
When the engine is hot, like when you take a long highway trip, it just
dosent have much power at all. Makes the normal engine full gas engine
roaring noise just no power. When you keep it at 4000 for a period of time
and take my foot off the gas, sometimes I hear a bit of a ticking sound. The
engine also seems to run a bit hot, the fan comes on alot, and when I turn
the car off (i have a new thermastat also) the fan usually stays running.
It also has a very low, bit rough, but stable, idel at about 600 rpm.
I suspect the hydraulic lifters are bad, but would this cause the rpm
problem. I think they could cause this problem. Just looking for some advice
before I start spending the beer money, (living in Austria) beer is good
here.
