I don't know why Pedro isn't answering his e-mail, but I will tell you that
he did send me a copy of FA, free, as promised. (Which I can't get to run,
but that's not his fault.)
He may have some issue or problem in his non-internet life (is there such a
thing any more?) which precludes him from a prompt, or perhaps any response
at the moment.
How long has it been since you sent him the money, and how long has it been
since he last responded to you?
If you sent him a check, you'll have an address, and you might be able to
phone him (or somebody there) and make contact.
Anyone else have a problem with him?
