Fuel tank cleaner and electricals

After the advice concerning my fuel issues, I decided to clean out the tank.  I wish I could have just dropped it off someplace, but apparently the environmental regulations in this neck of the woods make it quite expensive to have it cleaned professionally ($150-$200).  So I bought a three-step "fuel tank cleaning kit" from POR-15 and have happy with it so far.  $50 and you get two bottles of Marine Clean, one of Metal Ready, tank sealer, and fuel stabilizer, not to mention a well-illustrated instruction booklet.  Does up to a 25 gal. fuel tank.

My dash wiring is giving me grief, though.  My instrument cluster or dash illumination won't come on when I turn the headlight knob.  I pulled off the instrument cluster and cleaned up as many of the grounds as I could find on the back of the panel, but it still doesn't come on.  I've checked all the wires behind the cluster and nothing seems to be loose or frayed.  Anyone had a similar problem?  What fixed it?
