Hose that goes... nowhere?? 90q 20v

Just was inspecting the tie rods on my car and noticed a hose (3/4" 
hose; fairly thick walled) under the drivers side tie rod that is not 
connected to anything, it looked cut...  I tried to trace the source 
but it disappears under/between the windshield washer reservoir and the 
radiator...  I tried to find where in connects to but to no avail... is 
this just a "breather hose" or does it actually connect to something 
else?
