Sounds like you are looking at the radiator fan resistor -- they are 
usually a blue color if you rub the dirt off a bit.

Your low and medium radiator fan speed leads route through the 
resistor.  If your system is on A/C, the low speed should be on unless 
the system demands med or hi. (The fan is never off in A/C mode).  If 
the fan does not work in low or med, this is the area to look.

Where are you measuring the 12.5 V?
