This happened to me while replacing the rack on my
200,
the problem was the rack wasn't centered.
Theres a bolt & nut holding the steering housing at
the firewall you have to make sure the nut & bolt are
facing down not on the side or upside down (know what
I mean?) If you are in the driver side & looking at
the end of the steering shaft the nut & bolt should be
at the bottom of the shaft. There should be 3 1/2
turns to center on each side.
& as Huw mentioned you have to push the housing &
steering shaft tight. If you can push the wheel down
from the driver seat than you need to retighten the
nut & bolt.
