Speedometer not working

Using the 1552 Audi dealers can only change the mileage on clusters with less than 100km on them, and the mileage can only be changed once.

So if you use a used cluster you are stuck with that mileage.

However there is an electronic tool which you can purchase (600 bucks) which allows you to reprogram a cluster any number of times with any mileage. 

Or you can find a vendor who offers this service,(usually about 50-75 bucks), but most shops with this ability won't do it unless they install the cluster themselves, for a variety of obvious reasons.
