Chris,
If it's one of the ISV's with 2 electrical contacts in the plug, then it
should not let air through when there's no power to it, and should let air
through when you put 9 volts to the 2 contacts from a 9v battery (not 12
volts!) When you put the 9v to it, you'll hear it click if it's not siezed
up.
BTW, you used _Throttle Body_ Cleaner...not Carburetor Cleaner....right?
Carb cleaner, like Brake Cleaner, is _way_ too agressive and will dissolve
the seals in the ISV.

is mine siezed up? I flushed the sucker with probably 1/2 of a can of
carb cleaner and still does the same thing...
