Air Plate Position CIS-E

Does anyone know how to determine the rest position of the air plate on a CIS-E system without the use of a caliper? I dont have any expensive tools and think perhaps my air plate is too low at the rest position. I know there is that little metal spring that hold the plate but not sure if that can be bent.

Thanks
DJ
