CIS-E air by-pass

If the car has idle stabilization (ie, CIS-E), the screw should be 
closed - it's an irrelevant holdover from the less precise mechanical 
systems.

And of course, I'm sure there's someone or something that will 
contradict what I said... so much for definitive!
