CIS-E air by-pass more....

So if the screw should all the way closed then everytime i depress the clutch at the stop light the car nearly stalls drops to 200rpm and then back up to normal idle.  I have check the throttle switch and it is good (ohms) and have cleaned and checked the ISV and it is good as well as all the wiring.  THe mixture is set to specs as well and timing is right on.  SO what would cause the this problem?
