NAC, but VAG content: VW mechanic, Madison, Wisconsin

An online acquaintance of mine, a 20-something grad student in Madison, 
has just had a serious breakdown of her '95 VW Passat wagon. She 
suspects the first place she took it to is trying to take advantage of 
her: "$1600 to fix, mostly labor, not worth fixing, but we'll tow it 
away for free." Any mechanic recommendations?
