I have gotten the tips off by putting the injector in a vice. Use appropriate sized wrench that just fits over the injector shaft - 9mm? AFAIR. A light hammer tip will sent the tip flying, so make sure you can find it. Careful not to pound back on to far. Observe the other injectors to get the tip depth set correctly.
You probably won't need to remove the tips however, and may do more harm than good. Just take some gumout/carbcleaner and shoot into the injector. Then force out with compressed air using nozzle with a rubber tip. A couple of times will do. Should see a nice conical pattern, which can be verified with injector back on the line, run fuel pump and lift airflow sensor plate.
CAUTION - watch those vapors and be careful not to get any fuel in your eyes when shooting the gumout or checking the injector pattern.
I use a 12mm Craftsman deepwell socket to force the O-Ring on. it will fit over the tipbut not slip over the O-ring. Put injector in vice and then o-ring on tip. Socket pressing down, can use some thing to spread the force of your hand out over the socket if desired, but I have found it make the difference by not killing my hand.
BTDT 20 or 30X.

Hi.
My injectors are off my 200tqa '89. Tips are dirty. I am thinking
maybe I shoud clean the tips as they have tiny holes (jets?) in them
and I dont know if they are clogged up. Are this tips removable? I
remember, when I changed injectors coulple years ago, the old ones came
out without tips as tips stuck in the inserts? It seems to me that in
my another 200tq '89 I had remove recently replaced injectors and one
also came out without tip and I just put it back when re-installed
injector. But I don't remember for sure. Besides cleaning, it would
be much easier to put on new viton o-rings. After putting on 3 rings I
feel like my fingers need a week of rehabilitation.
Thanks in advance.
