Think of a hose with spray nozzle connected to a tap.
Put a pressure gauge at the tap.
Pressure will read 50 psi , or whatever your water supply pressure is when
the spray nozzle is closed.
If you fully open the spray nozzle at the end of the hose, the pressure at
the tap will drop to almost zero.
As you play with the nozzle, the pressure will vary from 50 to almost zero.
The spray nozzle at the end of the hose is the pressure regulator.

It works the same way in the audi.
If you  have a blockage at the end of the line(spray nozzle closed), the
pressure at the pump will read max . . no fuel flow thru the system.
