BAD dealer service

The car only has 17k and the rears are worn out? That shouldn't happen under "normal" circumstances. Is it both sides or only one that's worn? Inboard pad only? I've seen a number of sticking/bad rear calipers on low mileage A4's and A6's, as well as the mkIV Jetta that was mentioned, and that's in sunny CA.
