leaking gas from wheel well edge

The fender liner has a couple of inboard (near the front inside of the
suspension) retainers.  The "button" at the rear of the fender bottom is a
plastic plug that expands a hollow plastic retainer to keep it in place,
kind of like one of those things you drive through drywall to hold a screw.
 I mangled the heck out of the botton to get that plug out and then the
hollow thingy still was reluctant to come out.  I had all the screws out of
the inside of the fender (four or five, I think) and I could barely move
the liner with that fastener at the bottom in place.  Once you have that
fastener out, you push the liner up just enough to clear the lip on the
wheelwell edge and that lets you tug the inner front off the posts or
whatever it is (my memory is a bit frozen at this point) holding it in
place there.  I wouldn't want to do this without having the liner fairly
warm, as in inside a heated garage.
