Type 44 Heater cable problem

Ya, that's what I thought too. That's why I ordered a new one from the dealer. The new one came the same way, so unless they both happened to be broken, I think that's the design. No clue how it works though. Hopefully some one can verify one way or the other. Thanks for the quick reply!

Just shooting totally from the hip here, but it looks to me like that 
little metal clip might be broken.
