Type 44 Heater cable problem

I quick look at the FA was absolutely useless.  So I stared at your 
photographs some more.  It looks like that metal clip has some plastic 
sticking up through it when installed, right?  directly under the cable 
sheath?

Is there a hole or slot in that plastic?  Can you snap a shot of it?

It's like that metal clip locks down onto the plastic and stops 
something that was installed before from moving, but there's no room for 
the whole sheath, and running the inner wire through it wouldn't do the 
job...  ergh...
