The problem is that those file types you want to go to describe how to draw 
an object (on line at a time) in a 3D space. A JPEG (and most PDF embedded 
pics) are a flat monolithic picture.
You can go fro the 3D info to a flat picture easily, but the reverse does 
not work.
You can paste a JPEG into most CAD type programs as a texture or fill 
pattern. You could then draw new lines over it to try and recreate the 
object you are interested in.
