The LED is not neccesarily more efficient considering you are sinking all
that power into heat through the resistor.
A 194 bulb is pretty efficient at 14V 27mA 2CP.

LED could be more or less efficient depending on your choice of
color and material. Range from .045-10CP @20mA in this table:
