There is the same thing here in the northern States, NJ, NY, DE, MD, etc.
that issue of giving out tickets if your "time" is too fast, did come up,
but due to it being a 3rd party company, its a violation of privacy for them
to release that information to the authorities.
As far as pictures, it takes pictures every time a car passes the toll gate,
and you should but dont need to have the tag in your car. I had an instance
that the tag was not working and i drove thru a couple of tolls, it was
still deducted because the car and license plate was registered.
Lastly if you are driving a car thats not your own, you can still use your
pass on that vehicle.
I loved it when they started installing the high speed pass 55mph
eventhough in good old Europe this thing has been around for the last 10 yrs
or so, my dad passes the toll gate at almost 60mph, and they dont issue
tickets, their speeds are of 40mph or so.
