Like most traffic violation enforcement, it's a lottery.  Most of the 
time, one gets away with it.  Once in a while, there is a car with blue 
lights on the roof nearby, and one gets busted.  Theoretically, at 
least, people who break the rules more often are more likely to get 
caught.  Obviously, those who never do, can't get in trouble.

Using high-tech techniques to somehow "catch" *all* violators might 
create an interesting situation, whereby disgust and anger over certain 
rules might finally boil over and cause those rules to be changed.  I'd 
rather not argue the pros and cons to too much depth, but at least this 
theoretical possibility would stop making us a nation of constant 
lawbreakers getting away with it.
