silly question

Is this just a routine rebuild, or has the engine actually been damaged, say, with a timing belt failure.
I've seen VW's and Audis rebuilt for no reason, recently I spoke with someone who's mechanic talked them into a full rebuild of their 1992 VW 1.8l NA motor, down to new valves, pistons and all, cost them nearly $8k for the rebuild. Not only is this moronic for someone to agree to, I don't see how any mechanic, with a concience, could have recommended this. You really have to be careful out there. Another person I spoke with recently was about to blow $2k on a brand new CIS distribution unit because their mechanic was recommending so, turned out to be a $20 water temp sensor.
To have a '98 1.8t rebuilt sounds like more of an outlier to me than an indication of quality.
