qlcc testing

Hi guys-

ok well i acquired a couple qlcc chips.  A friend of mine installed his but it doesn't work.  This can definetly be attributed to his "skills" with soldering on a circuit board.  I'd like to find out what he did wrong before i install mine.  Is there a testing procedure once the chip/socket are installed?  thankfully we had a spare ECU lying around so we didn't hack up a good one.....

also, does the qlcc code alter the timing maps?  or just change fuel and raise the fuel cutoff?  i've heard both answers regarding the timing so i'd just like to know.  ALso, is the code readily available to download somewhere?
