Hi Rocky,

Yes, its much more expensive due to "Smog Check II" designation for the SF 
bay area.  The new regs require a emissions test during a dyno run.  The 
machine's about $50K according to the guy who usually does my cars.  The 
good news is that the dyno is only for 2wd.  AWD like quattros still get 
the old sniffer test.  A shop I pass by regularly is charging $59.95 for 
the test so some shopping around could help.
